Extract "PL 20-21 Stadiumpack for StadiumServer.rar" then paste the contents to your PES 2017 directory/content/StadiumServer.

Copy "PL 20-21 Stadiumpack Installation.txt" to your map_teams.txt.

Run sider.exe and play the game
